I think the most viable "fix" is to make the stabilization period
longer.  However long it was between 2.8pre.1 and 2.8rel, double it.  It
looks like it was about 11 days (Feb. 28 -> Mar. 10) in CHANGES2.8.
Maybe we should try 3 weeks?
