lynx-dev 2.8.1pre.1 Bug

I just compiled 2.8.1pre.1 on SunOS 4.3.1_U1, with slang, persistent
cookies, and forms_options. It seems to be working well, but the CHANGES
file says
1998-09-20 (2.8.1dev.29)
* change behavior of configure --enable-forms-options switch so that both old
  and new forms are available via a command-line toggle, "-forms_options" - LP

The toggle doesn't work. "strings lynx" shows no string of the form
"forms_options" in the binary file.
