lynx-dev BC Win32 compile doesn't lookup ips

Still haven't figured it out yet.  What I do know is that there is a pause
as long as a standard lookup (longer for orgs, instant for local
domains...) and then I get an error.  The trace log shows:

HTParseInet: parsing `www.microsoft.com'.
HTParseInet: Parsed address as port 80, IP address 0.0.0.0

So, I think the lookup is happening, but it isn't getting passed.
