the problem is that it's HTML specs which are broken here,
as they present inconsistent or inadequate instructions.
browsers also do have some choice how to present documents.

no & we can't really put everything into Options, even with a Form.
there is a real problem in that lynx-dev every so often receives a query
from an ordinary user who is trying to read a document
whose author has naively treated  <BR><BR>  as equal to  <P> .
my view is that in this & similar cases Lynx should try to help the user,
while preserving the choice of pedantic behaviour for those who want it
in  userdefs.h  &  lynx.cfg : most Lynx users know little about HTML.

so TD got caught in the middle & since he's shouldering the burden
of co-ordinating development, he gets the last word.
