Why not just change the things you are describing via the Options menu?

What I suggest is that anything that the user could set via lynxrc or
cfg be settable in the options menu.  Then, for sites who don't _want_
their users to be able to change these things, have an option that 'freezes'
the specific items in question.  That way there is one interface to
setting options (see the earlier msg from Bela about reducing the
number of config file parsings, etc.)
