That only applies to an external editor, and in the general case that
would be impossible to secure.

It could be done with an internal editor, but that is probably more
difficult to achieve with simple, localised, changes to the code.

Allowing an external editor is a very serious threat on captive systems,
because it is very easy to exploit with most editors, and only requires
the use of normal end user functions.  The implication of this is that
an external editor cannot be the only option; there must be an internal
option as well.
