lynx-dev Problem with LYNX 2.8rel2 OpenVMS/ALPHA

Our vendor generated the following code from a database search.
The URL under Electronic Access is not hyperlinked by LYNX 2.8.
I ran our previous version 2.7.2 and it works fine.  We also 
have the same problem with code generated by one of our reference
database providers.  Can the source code for 2.8 be modified to handle 
incorrect use of definition tags and nested lists?
