lynx-dev core dump due to faulty EXTERNAL entry in lynx.cfg

For the first time trying out executable scripts with EXTERNAL.
Put in an EXTERNAL entry in lynx.cfg which didn't have the last
restrictions field, and got an immediate exit with core dump.

Bad entry causing core dump:
EXTERNAL:http:a_script %s

By adding the final field, problem solved:
EXTERNAL:http:a_script %s:TRUE

Wonder if Lynx needs some error recovery in this area.
