Yes, Lynx is behaving as intended.  For text input, Lynx simply does 
a bunch of lines you can type text on, and merges them together.  People
have at various times talked about enabling spawning off of an editor to
edit text in these fields.  Nobody has done the work to make this happen,
plus I believe there are also security concerns.  You may want to 
check the history of the lynx-dev mailing list to see some of the
discussion on this issue.
