you can define an uploader in  lynx.cfg ;
presumably you can get help on  wget  via one of its sites,
eg  ftp://gnjilux.cc.fer.hr/pub/unix/util/wget/ .
you probably need to speak to your sysadmin re the blocked proxy.
does anyone else have suggestions?
