Two more requests re: intl.

Could makefile.in be changed to accept --datadir=, please.  Preferably,
change "datadir = /usr/local/share" to "datadir = @datadir@".

If /po is going to continue to be supported, could we at least get it
to act on the environment variable "LINGUAS"?
