Currently, lynx sets the persistent cookie file to whatever
the default umask is; the attached patch changes it to
umask 077 (user-only readable). Whether this is a good idea
is open to debate, but it fits my paranoid sensibilities. :)
Patch is against 2.8.1r2, will probably apply to 2.8.2devcurrent.
