No. Both the start and end tags are optional on HTML, HEAD and
BODY.
The example doesn't even need an !DOCTYTE, although most modern hTML
does.
IMG, however, must hava an SRC attribute and in HTML 4, also an
ALT one. It is, I believe, the missing SRC that breaks Lynx here.
