The intention of alt="" is that the link should NOT be shown to non
GUI browsers.  Legitimate use of this would be for a link which was
of no use except in GUI mode.  The correct way in old versions of
HTML was to omit alt.  A mistake was made in the latest one in trying
to force people to use sensible alt content, they made it mandatory,
but that presumably results in people simply not filling it in in
their GUI authoring tool, rather than the, presumed, intended effect
of making them think about it.

Basically, all images should have non-trivial alt content unless they
add nothing at all to someone reading in text only mode.

However, I believe that these links will still show if you use the
l command and may show in numbered links mode, although I remember various
recent discussions about hidden links on the list, which may be
relevant.  I think there may have been other options for revealing them
discussed.

Revealing them by default denies a powerful tool to good designers to allow
them to write pages that work well in both GUI and text only mode.
