I don't know. I tried it in two different systems with the same positive
results. Why don't you do a trace?

I don't think it's possible and/or desirable. Entering and editing URLs are
different actions, and e, E, g and G are differents commands that do
different things:
e EDIT edit the current document
E ELGOTO edit the current link's URL or ACTION and go to it
g GOTO go to a document given as a URL
G ECGOTO edit the current document's URL and go to it
