I hope you have a government licence for this; otherwise, I believe it
would be a criminal offence in France.  (I also assume you have a non-US
written version of the Lynx SSL support - US binaries would be in breach
of copyright by you and US source would be in breach of export laws
by the person making it available outside of the USA.)

IIS, being a Microsoft product, will try and use Microsoft encrypted 
authentication by default; it may well be an initial attempt to obtain
that sort of authentication which is causing the first failure.  Documentation
on their protocol is sparse, although one Microsoft person half promised to
add it to Lynx.

To be certain, we would need the relevant parts of a Lynx trace log.

NB default configurations of IIS *only* use MS authentication, so Lynx would
always fail against those.
