lynx-dev <h2> in <pre> behaviour (was: strange <pre> behaviour)

Sorry it's me again. I've upgraded my browser to the latest release
Lynx 2.8.1rel.2 (1998) [which I downloaded off the official site pointed
to by lynx.browser.org], and viewed the page on the gloomy weather of East
Anglia again.

But the <pre> text still doesn't come out as <pre>.

  URL: http://www.meto.gov.uk/datafiles/RNPMS.html

After a bit of commenting out and killing text, the final problem seems to
be a <h2> tag </h2> within the <pre> text. With the <h2> tag, all the pre
spacing is gone, but with the <h2> tag removed, the spacing becomes
alright again.

I tried this on a very simple file, and that seems to support my idea:

<HTML>
 <body><pre> <h2>Some text</h2> now spacing
should
go all
wrong. These words are supposed to be on 4 lines. </pre></body></html>

But they don't on my Lynx, which was compiled using gcc under Redhat linux
4.2 This page used to look fine with Lynx 2.6.

Here are the screen shot, the source, and the '=' screen. hope this email
isn't too big.
