That seems reasonable error recovery for the invalid HTML that it is.  There
are about three strategies that can be used here:

1) insert </pre>
2) delete <h2>
3) try and implement side effects of the tags in isolation.

The last, in particular, tends to cause rendering to be very browser
dependent.

It is also bad style to have an H2 without a corresponding H1.
