you'll find my example at  www.chass.utoronto.ca/~purslow/testemph.html ,
BUT as you point out in another reply, there's an unclosed <a> preceding:
when you insert </a> before <pre> ,  ^v  ceases to have an effect.
without the </a> , sortasgml treats that anchor as hidden
& recognises  <pre> ... </pre> , incl the <b> & <i> ;
tagsoup ignores the  <pre> ... </pre>  & treats its content as anchor text,
then closes the anchor when it encounters the next <a> ;
with the </a> , both parsings treat that anchor as hidden
& recognise  <pre> ... </pre> , incl the <b> & <i> .
