It's this change:

* tweak for TABLE formatting: break line at </TR> end tag (don't wait

I agree.  Not that it looks better now in *this* case, but this is
something lynx has always been trying to do, but failed (under some
conditions) on the last table row.  Add a second row to one of the
inner tables, and the problem my change is fixing will become obvious.
