you've reached the lynx-dev mailing-list,
which is the forum for users & developers to discuss Lynx problems:
possibly you really wanted your sysadmin.
however, it sounds as if you are using Lynx on a shared system
& the default start page is  http://lynx.browser.org/ ,
which is sometimes down for a while.
you should be able to get round the problem
with the command  lynx .  (yes, that's `.'),
which should open Lynx with your current directory as start file.

if that's not your problem, let us know with as much detail as you can.
