Oh, ASSUME_LOCAL_CHARSET isn't defined in userdefs.h.
Probably it would be said clearly "don't forget to look into lynx.cfg
and set your CHARACTER_SET (the Display character set)
and ASSUME_LOCAL_CHARSET properly"...
