It sounds like you're responding to me: no, the VT200-VT400 series do not
implement what is commonly known as ANSI color controls (SGR 30-37 and 40-47).
The higher models (e.g., 240) in each series implement a form of color,
but it is not useful for text; it is part of the graphic display.

DEC's terminals do indeed conform with ANSI, but that doesn't mean that
they implement every feature.  About half of the standard (or less,
usually) is implemented in a given terminal.  And much of a terminal's
capabilities can be implemented as "private" modes, which are only
standardized by their syntax, not content.

(The people who work on Kermit answer this question all the time - perhaps
they'll make a nice FAQ)
