Sorry - you made the wrong assumption.  HTML has no programming
constructs such as conditionals, looping, or even variables...

yes, HTML does have comments.  However, I am uncertain what you
are proposing to comment in this fashion - the Lynx users guide?
The Changes files are not html, so you don't mean those...

Since we get updates to the source manuals by the good graces of
those in this mailing lists, feel free to add to these docs in the
manner you see fit.

On the other hand, don't be surprised if there is no one stepping forward
to cause more problems and headaches to maintaining a file that already
requires a lot of work...
