RULE was (re)-discovered at about the time of the big bloat debate, and
at least one proposal was that, as they had never been documented,
they were assumed to be an example of dead weight that no-one used and
one of the candidates for liposuction, along with other features of
CERN's LibWWW that were intended for servers, rather than clients.
