Very few sites tell Lynx that they require frames.  All well written
sites that use frames, provide an alternative page for non-frames 
browsers - Lynx displays that page, as a well written fallback page
is a lot better than, probably badly named, frame names.  The real 
problem is that, at best, the alternative page says "this site requires
frames" and at worst it says "you must buy a new computer and download
tens of megabytes of GUI browser before you can use this site" 
(cynical paraphrase).

Therefore, unless you know that the site is actively testing for
frames capability (and if it does and doesn't provide a good
fallback page, it is unusable in Lynx and non-frames browsers)
what you should actually complain about is that the site only 
provides a condescending fallback for completely non-frames 
browsers.
