lynx-dev file download question

I've looked at LYDownload.c and not seen anything obvious...
For a year now I have seen this and have been blaming the download sites.
This morning, I am no longer certain.
I lynx to http://www.pilotgear.com/ to get applications for my palm pilot.
When I go to download apps, I first go to pages with urls like:
http://www.palmgear.com/software/showsoftware.cfm?prodID=3528
This takes me to a page, where after scrolling down a bit, I get to
this URL:
http://www.palmgear.com/software/redirector.cfm/matrix.zip?prodID=3528&type=zip
This morning, when I downloaded this particular item, then go to save the
file, I am prompted with the following as the suggested file system name.
matrix.zip?prodID=3528&type=zip
But the previous download,
http://www.palmgear.com/software/redirector.cfm/?prodID=2242&type=zip
doesn't even have the name in the URL, but when I go to save it, I get
locmgr.zip
as the suggested name (which was correct).
I was wondering why one of these gives me the ?prodID stuff after the
suggested file name and the other does not. Is anyone familar enough
with this process to know?
