In general, requiring a 'login and password' has very little to do with
security, at least in the case of many web sites where you have to (or
can) 'login'.  If the way to obtain that 'login and password' is insecure
and there is nothing secure that binds the login to any real entity ("just
fill out this form"), there isn't any 'security'.  It has more to do with
user profiles.
