well, NetBSD's package may not be very recent (4.2 was March 1998).
If it's an issue I'll lookup the lib_tstp.c history

well, this says

cf_cv_ncurses_version=${cf_cv_ncurses_version='4.1.970515'}

which is rather old.

The current version of ncurses is 4.2 (5.0 in beta)
