There are a few simple things that you can try. Go to the option
screen of lynx and see if there is a setting for COLOR (on or off). If
so change that to the opposite and see what it does to your display.
If that doesn't fix the problem, go to the command line on your ISP
and type "env | less" or, if you don't have less, "env | more".
Look for the value of TERM. See if it is the same on the two ISPs.
Lastly, you may be able to change the settings for the color displayed
by lynx by changing the COLOR settings in lynx.cfg. This would be
more complicated, involving getting your own copy of a lynx.cfg
file and editing the COLOR section. You can then invoke lynx as
"lynx -cfg=$HOME/lynx.cfg", assuming that you placed your lynx.cfg
file in your $HOME directory. If this works, you could also set the
environment variable LYNX_CFG to point to your lynx.cfg file.

Klaus IS one of the Lynx developers.

I would also echo his advice about trying MS-KERMIT. It has the most
reliable terminal emulators available in DOS. 

It doesn't sound like you are ready to change your own TERMCAP or
TERMINFO descriptions, so asking the ISP to upgrade to a recent
version of lynx may actually be a reasonable thing to do.
