Newer builds of Lynx for Win32 are available 2.8.2 or 2.8.3dev are
better. Look on:

Normally for Win32, one creates a lynx.bat file that contains
environment settings; running that batch file launches lynx.exe.
If you still have trouble with Lynx for Win32, write back to the
lynx-dev list.
