"~isrd" and "~/isrd" are not the same. From what you have offered in
the way of information, the latter (with the forward-slash) seems correct.
Possibly try "$HOME/isrd/bin/lynx282/lib" if the tilde is confusing.

Rather unusual. I would expect that to be "-L~/isrd/bin/lynx282/lib".
