The "they" confuses me.  To confirm what you are saying: Yes, .lynx-keymaps
and KEYMAPS in lynx.cfg are different.  With .lynx-keymaps, you can map
multiple escape sequences to the same keycode, but you cannot do that with
KEYMAPS.
