lynx-dev can others start lists at sig.net?

I don't know how someone got sig.net to run the lynx list.

I'm only asking since I have been emailing the 'links' guy a few times, and
I suggested an email list..  he wondered where someone could host a free 
ad-free mailing list.

I have no idea, and realized I don't know how someone got sig.net to do the
lynx list..  Does someone pay for it?

I hope nobody cares that I'm talking about a "competitor" to Lynx.
