Depends on where you live, your nationality and whether or not you use
Lynx for purely non-commercial purposes.  If you are a US citizen, in
the USA, and don't intend to use it for commercial purposes, you can
obtain the freeware version of the RSA library and compile lynx with
additional  code referenced from the lynx.browsers.org web site.
You may not give the resulting binary to anyone else.

If you are a commercial user in the USA, or any other country with 
software patents and a valid patent on RSA, and, in the case of the USA,
you are a US citizen, you might be able to buy a licence for RSA, but it
is probably not worth the trouble.  Once you have such a licence, you
can build an SSL Lynx.

If you are in another country, which permits private use of encryption,
the intellectual property position is somewhat more confused.   You 
are probably safe from an IPR point of view if you don't redistribute
the result.

There have been some changes in the USA, but they don't affect the 
intellectual property position and appear not to affect open source
software.
