Probably just throwing a wrench in things at this point of the game,
but maybe in the future it can be taken into consideration.

How about changing "PERSISTENT_COOKIES" to "COOKIE_PERSISTENT?"  I mean,
how about using the same first string for related options, so for
cookies-related features/options, every option would begin with the
same "COOKIE" or "COOKIES."
