They all have 'a shell account' as they all have either Unix workstations or
PCs on their desks, tied into the overall system.  However, they also all
use the shared software - no software should be installed on their desktop
(shared file systems are to be used, to reduce backup requirements and
complexity of the nearly 3500 systems...).

Percentage who either are not trained to deal with lynx.cfg level complexity
or who are of a nature that they want things to happen for them behind the
scenes, so they don't have to do any personalization - 90% .
