They are using an encrypted session.  US distributed executables of Lynx
cannot include support for encrytion because a patent conflicts with
the GPL.  In addition, no-one in the USA can legally export an SSL
version of Lynx, even in source form, because that would be a criminal
offence under arms control legislation.

You may be able to obtain SSL enabled versions of Lynx from outside the
USA, assuming that your country permits the use of encryption.  Actually,
if oz in oztel, stands for Australia, Australia is the source of the
original freeware implementation of SSL (although its author now works
for the company that holds the US patent).

Country and nationality are important pieces of information when dealing
with encryption.
