lynx-dev Time zone line in posted usenet articles

There is a minor problem with the news-posting mechanism of LYNews.c.

Other news readers include a line with the GMT time of the post. They
consult the TZ environment variable to construct this line. lynx does
not. What appears to happen as a result is that the nntp news server
adds a GMT posting time line to the posted article, but then places
that article into the list of articles a day or so earlier than articles
that already contain the date.

Whether this is some mischief of news administrators against posters
who use lynx or post from other news readers without the TZ environment
variable set, I do not know.
