CTRL-left and right might work on a local PC compatible keyboard.
They are meaningless for most real terminals.

The real reason that horizontal scrolling has been rejected is that
it is painful when used with real terminal over dialup lines, because it
takes a significant amount of time to paint the scrolled version of the
screen.  I'd also expect it to cause problems with people using screen
readers.
