Good news! Very appropriate member of Debian JP 
(Masayuki Hatta <address@hidden>) kindly
tried to translate and I tested his ja.po.  By now it
works perfect.

and this is under GPL.

By the way, how we should do in order to provide this
ja.po to upstream lynx distribution?
