Well, this "You" means "me"?  I think this is trivial but,
okay, I try to explain.

If lynx is compiled without modifying userdefs.h and a user
use this lynx without modifying lynx.cfg (and ~/.lynxrc)
then lynx can not display Japanese characters correctly.

Am I wrong or am I misunderstanding something?

I wish to say that I believe some X applications do not display
Japanese character correctly unless $LANG is set, for example,
ja_JP.eucJP etc.

For example there is a document which says;

Some window manager can display Japanese at window title and
others cannot.  'asclassic', 'qvwm', 'icewm', 'blackbox', and so on 
can without any additional settings.  'wmaker' and so on can
with additional settings.  However, this version of language-env
does not set anything on window managers.

# Of course environmental variable 'LANG' has to be set properly
# for all window managers.  This is well managed by language-env and
# you don't need to think about it.
