For Java, try Sun.

For Javascript, the specification for Javascript 1.1 is on the Netscape
site, but most others would claim to use the ECMAScript specification
from, something like, www.ecma.ch.  Javascript 1.1 is essentially obsolete,
although the Netscape site also has specs for later versions.

NB Javascript, as popularly understood, is not just the language, but
also the browser object model.  Netscape's is probably best documented,
but Microsoft's is more extensive.  The browser object model is the
feature of Javascript that will require extensive redesign of Lynx,
possibly to an extent where it is easier to start from scratch, or from
the Mozilla source code base.

Lynx, without a Navigator, or Explorer object model will be no better than
without Javascript at all.

Java on web pages is intrinsically graphic and won't translate to a text mode
browser.
