Absolutely true.  Lynx gravely violates FC 1738 here, particularly by
always passing a path that begins with a '/' (except for a detected VMS server).
'/' is illegal in path names for some servers (MVS, CMS) and an ordinary
character for Mac/OS (although most Mac FTP servers try to spoof Unix
in this respect).  Even on Unix, because of this, Lynx begins paths
at root rather than at the server's default directory as required by
RFC 1738.
