I tried the page and got these result.
    2.8.4dev7 with Slang 1.4.0
      - Open the 5th SELECT option box
        --> OK
      - Open and move the cursor
        --> OK
      - Open and press ^L
        --> Some characters were shown in wrong way

    2.8.4dev7 with Slang 1.4.0 with SLANG_HAS_KANJI_SUPPORT
      - Open the 5th SELECT option box
        --> Some characters were shown in wrong way
      - Open and move the cursor
        --> Some characters were corrupted when the cursor is on the 
            third option
      - Open and press ^L
        --> Almost same as just open

I think the former environment is same as Mr. Kohda, and the latter
one is same as Mr. Nelson.

Anyway, it seems there are some inconvinences around SELECT and
multibyte characters.  Unfortunately, I don't know how to improve it
at all.  All I can do is to just report what I saw.

I build Lynx with some screen libraries and tested a sample file and
captured the ouput.

Lynx with:
  1 regular Slang 1.4.0
  2 Slang 1.4.0 with SLANG_HAS_KANJI_SUPPORT
  3 Slang 0.99.38 with Mr. Sasaki's patch (*)
  4 ncurses4.2

Test file:

(*) Mr. Sasaki's patch is a patch for SLang.  It's written to improve
popup and Japanese problem according to its description, though it
doesn't seem to be perfect.  The URL is
http://www.ct.sakura.ne.jp/~sasaki/lynx_jp/patches/slang-0.99.38.patch
and linked from
http://www.ct.sakura.ne.jp/~sasaki/lynx_jp/patches.html.  But it seems
to be forbidden now.
