lynx-dev Small help fix - RFC source update

ds.internic.net appears to be outdated as a source of RFCs,
though I only tried it one afternoon, so it may be an
intermittent thing, and should maybe checked before making the
change.  Likewise rfc-editor.org - it seems authoritative, but
maybe isn't the canonical source.
