Seems like more configurability is in order.

SEND_HTTP_REFERER: ALWAYS
SEND_HTTP_REFERER: NEVER
SEND_HTTP_REFERER: STATIC_PAGES_ONLY
SEND_HTTP_REFERER: IF_SAME_DOMAIN
