Is MIME unequivocal on this?  The statements in RFC 1521 seem to be
permissive, such as:

   Encoding notes: quoted-printable generally preferred if an encoding
      is needed and the character set is mostly an ASCII superset.

Of course, you may equate "preferred" to "should", but there appears to
be no rule violation.
