Again, things are not as I remember them.  I had a test page to check
specifically that people were not using links on their own servers to
goto files and directories of their choice, and they weren't able to.
They only restrictions I had were download,disk_save,multibook,news_post.
It shouldn't matter with those CAN_ANONYMOUS_GOTO settings whether it is
a link or by key command; otherwise they are pretty much meaningless.
