perhaps Encoding=ISO-8859-1, but I don't know.  The environment variables
for locale are more likely to be the immediate issue.  What sort of characters
are you editing?

To make lynx work properly with a UTF-8 locale, I would assume it needs
the ncursesw (wide-character) library from ncurses 5.3.
